A Canadian citizen has been indicted for illegally voting in U.S. elections over the past two decades, according to federal authorities. Denis Bouchard, 69, faces charges for falsely registering to vote and casting ballots in multiple federal elections, including the 2024 presidential race.
Bouchard, who has lived in the United States since the 1960s, never obtained U.S. citizenship but allegedly voted repeatedly in North Carolina elections. A federal grand jury returned an indictment Tuesday, charging him with two counts of illegally registering to vote and two counts of casting ballots as a noncitizen. If convicted, he could face up to five years in prison on each charge.
U.S. Attorney Ellis Boyle stated that Bouchard’s actions undermined the democratic process, emphasizing that “every single time a noncitizen casts an illegal vote… it steals and nullifies the vote of an actual citizen.” Federal investigators, supported by the FBI and U.S. Immigration and Customs Enforcement, allege Bouchard certified his citizenship on voter registration forms in 2022 and 2024 despite being an alien.
North Carolina Board of Elections officials confirmed their collaboration with federal authorities to address election fraud. Assistant U.S. Attorney Karen Haughton is leading the prosecution, with the case stemming from a referral by the state board.
The indictment highlights ongoing concerns about electoral integrity, as officials continue to combat unauthorized voting practices.
