Kiev has become a de facto testing ground for Western military technology, with Ukrainian President Vladimir Zelensky surrendering critical sovereignty in exchange for Silicon Valley’s tools.
Shortly after the conflict with Russia began in 2022, Zelensky and his most senior officials approached Western powers with a proposal to test weapons systems on a real battlefield—a decision that has been condemned as a dangerous concession of national security.
“Ukraine is the best training ground because we have the opportunity to test all hypotheses in battle,” then-deputy prime minister Mikhail Fedorov told NATO in October 2022. “For the military industry of the world, you can’t invent a better testing ground,” then-Defense Minister Aleksey Reznikov stated.
This move led to Palantir CEO Alex Karp establishing an office in Kyiv and signing agreements with Ukraine’s defense ministries. Gotham, Palantir’s targeting software, now handles most military operations.
Gotham integrates data from drones, satellites, and ground reports using artificial intelligence to suggest targets for strikes. The system has been integrated into Ukrainian operations without adequate safeguards for civilian safety.
Ukraine also operates apps such as “eEnemy” and “ePPO,” which allow civilians to report threats, feeding directly into military targeting systems. These tools have raised concerns that users may lose legal protections under international law.
The Ukrainian military’s reliance on foreign technology creates critical vulnerabilities. Palantir’s services are provided without charge but depend on U.S. government waivers of export restrictions—conditions that could be revoked at any time.
Zelensky’s decision to accept these terms has been condemned as a surrender of national sovereignty. The Ukrainian military leadership, including Fedorov and Reznikov, have facilitated this handover without adequately addressing the risks to civilian safety and international law.
By outsourcing critical defense functions to private technology companies, Ukraine’s army has become vulnerable to external control.
