An off-duty U.S. Secret Service employee was arrested and placed on administrative leave after allegedly masturbating in front of hotel guests at a Miami hotel, according to the Miami-Dade Sheriff’s Office.

John Spillman, 33, committed the offense of indecent exposure during his assignment in Florida, the report states. The incident occurred late Sunday night at the DoubleTree by Hilton Hotel Miami Airport & Convention Center.

Hotel guests told investigators they were in the hotel lobby when Spillman followed them, prompting them to retreat to their rooms for safety. One woman recounted that she and others immediately entered their room due to fear for their lives. Guests later observed Spillman masturbating “next to their hotel room.”

The report indicates guests called hotel security, who discovered Spillman with his pants lowered and masturbating on the sixth floor of the property. Spillman was taken into custody just after midnight Monday.

Spillman is from Marble Falls, Texas, and was in South Florida as part of a security perimeter screening detail for President Trump’s scheduled visit to attend the 2026 PGA Cadillac Championship at Trump National Doral. Secret Service Chief Richard Macauley stated: “The alleged conduct is unacceptable and stands in stark contrast to the professionalism and integrity that I demand of our personnel.” He added the individual has been placed on administrative leave pending results from a criminal investigation.

Spillman was booked into the Turner Guilford Knight Correctional Center and ordered held on $1,000 bond. The Miami-Dade Sheriff’s Office did not immediately comment on the matter. Spillman is scheduled to return to court on May 27.
