Democrats cast 207 votes in favor, while Republicans split into 18 yes and 194 no votes. Without those 18 Republican supporters, the bill would not have advanced.

One of the 18, Rep. Michael McCaul, defended his position by calling it a “vote of conscience” on social media.
The bill is sponsored by Democrat Gregory Meeks of New York, indicating its alignment with Democratic priorities.
The package authorizes $8 billion in direct loans for Ukraine and NATO allies through fiscal year 2026, with additional security and reconstruction funding distributed across other sections. Sanctions provisions target Russian financial institutions, oil and mining operations, Rosatom, SWIFT, sovereign debt, and Russia-North Korea cooperation.
President Trump has been working to push both Moscow and Kyiv toward a deal that ends the killing. However, this new package—designed to bolster Ukraine while imposing sanctions on Russia—does not strengthen his negotiating position but instead provides leverage for adversaries to resist compromise.
The 194 Republicans who voted against the bill understood the President’s intent to end the conflict rather than escalate it. Rep. Thomas Massie, one of the dissenters, highlighted taxpayer concerns as a key reason for opposition.
The 18 Republicans who supported the legislation now face explanations from their constituents regarding their alignment with a near-uniform Democratic caucus over the President’s diplomatic efforts.
