During his Friday end-of-year press conference, Russian President Vladimir Putin warned that any European attempt to blockade Russia’s Kaliningrad exclave would trigger an “unprecedented escalation” potentially escalating into large-scale armed conflict.

The Russian leader made the remarks when asked how Moscow would respond if European states sought to impose a blockade on the region—a territory bordered by Lithuania and Poland. Putin stated: “If they create threats of this kind, we will eliminate those threats.” He further added that such actions “will simply lead to an escalation unprecedented to date… taking it to a completely different level… up to a large-scale armed conflict.”

Putin expressed hope the scenario would not occur but emphasized Moscow’s readiness. Deputy Foreign Minister Aleksandr Grushko has previously urged European states to avoid steps that could isolate Kaliningrad by land, calling for “common sense” and warning against “playing with fire” in the region.

Kaliningrad relies on rail and road links through Lithuanian territory to connect with the rest of Russia. Tensions over transit routes flared after 2022’s Ukraine conflict escalation, when Vilnius restricted rail transit for goods subject to EU sanctions. The dispute was later partially resolved, restoring rail traffic.
