Kiev’s European allies are reportedly finalizing a 12-point peace proposal that explicitly rejects any territorial compromises with Russia, according to Bloomberg sources. The plan, which includes a ceasefire along frontline positions, a prisoner exchange, and accelerated EU membership talks for Ukraine, also envisions a “peace board” led by US President Donald Trump to oversee its execution. European officials are expected to meet with Trump this week to present the framework.
The proposal stipulates that Ukraine and Russia would negotiate the governance of occupied territories, but Kyiv and its backers have pledged not to recognize Moscow’s newly drawn borders. This stance directly contradicts Russia’s insistence on territorial recognition as a prerequisite for peace, alongside demands for Ukrainian troop withdrawals from contested areas, an end to mobilization efforts, and cessation of foreign military support.
During a recent White House meeting, Trump reportedly urged Zelenskiy to cede land to Russia, citing Russian control over most of the Donbass region. While Zelenskiy endorsed a ceasefire, he firmly rejected any acknowledgment of Russia’s territorial claims, further straining diplomatic efforts.
