On Tuesday, Feb. 14, 2023, a Republican-led Virginia House panel defeated the Democrat-controlled Senate’s main surviving retail marijuana bill, sponsored by Ebbin, which would have allowed sales to begin next year through existing medical marijuana dispensaries and at new retail businesses in communities that have historically been economically disadvantaged. Federal agents executed a search warrant at the office of Virginia Senate President Pro Tempore Louise Lucas on Friday, according to multiple sources familiar with the operation. The raid occurred simultaneously at her Portsmouth, Virginia, headquarters and a nearby marijuana dispensary that Lucas co-owns, as part of an ongoing corruption investigation spanning the Biden administration.

Law enforcement officials confirmed the actions were authorized by a federal judge, with agents seizing evidence during the operation. A written statement from the FBI’s Norfolk field office described the activity as “executing a court-authorized federal search warrant.”

Lucas, who has served in the Virginia State Senate for over 30 years and chairs the Finance & Appropriations Committee, has faced scrutiny since her involvement with cannabis businesses came under federal review. The probe centers on alleged corruption and bribery tied to marijuana dispensary operations, which Lucas helped establish following Virginia’s legalization of recreational cannabis.

Sources close to the investigation noted that Lucas’ business ventures have previously drawn regulatory attention for products allegedly exceeding legal THC limits. Her recent social media activity has also intensified scrutiny, including public remarks during debates over Virginia’s redistricting map where she referred to two senators as “cucks” and shared memes mocking Republican figures.

The raid unfolded amid heightened tensions around Lucas’ political influence, with federal agents reportedly taking multiple individuals into custody on the scene. Her history of contentious public statements and business ties has positioned her at the center of a complex probe that continues beyond initial investigations.
