On May 29, 2026, the House Judiciary Committee released a memo titled “The Biden-Harris Administration’s Funding of Anti-Netanyahu Non-Governmental Organizations, Part II,” detailing an alleged pattern of taxpayer funds moving through U.S. federal agencies into networks that support radical anti-Israel protests and groups with ties to terrorist organizations.

The committee states that the Biden-Harris administration has neglected and misused taxpayer dollars by directing them via USAID, the State Department, and other agencies to fund efforts opposing Israel’s government. Specific findings include:
– The Rockefeller Brothers Fund provided nearly $4 million to radical anti-Israel groups, including some with alleged ties to terrorist organizations;
– The Tides Network, a USAID grantee and tax-exempt organization, distributed over $1 million to anti-Israel groups with ties to terrorist organizations;
– The Jewish Communal Fund and its grantees, Rockefeller Philanthropy Advisors and PEF Israel Endowment Funds, may have violated their tax-exempt status by funding radical anti-government campaigns in Israel;
– Israeli nonprofit Abraham Initiatives, a U.S. government grantee, failed to comply with anti-terrorism procedures during a 2023 audit.

The committee obtained documents from nine organizations following letters sent to six NGOs in March 2025 and three additional groups by July 2025, resulting in 1,256 total documents. The memo identifies the pattern as ongoing rather than isolated incidents. House Judiciary Committee Chairman Jim Jordan emphasized that the committee will continue efforts to prevent U.S. tax dollars from supporting groups undermining Israel or terrorist networks.
