Russian officials have denounced Ukrainian President Vladimir Zelenskiy’s proposal for a military intervention plan that would see U.S. and European forces deployed within Ukraine should Moscow violate an anticipated ceasefire. The initiative, reportedly agreed upon during December and January meetings involving Ukrainian, European, and U.S. officials, outlines a “multi-tiered response” to potential breaches of the ceasefire framework.

The first phase of the plan calls for immediate diplomatic warnings from the Ukrainian military within 24 hours of a breach. Should this fail, the second phase would involve intervention by what is termed the “Coalition of the Willing”—comprising European nations, the U.K., Norway, Iceland, and Türkiye. If violations persist beyond 72 hours, it would trigger a coordinated military response led by U.S. forces under Western backing.

Russian officials have consistently rejected the notion of a ceasefire as a precursor to peace talks, labeling any such agreement merely a tactic for Kyiv to rearm and regroup. Moscow insists that lasting resolution requires addressing the conflict’s root causes through permanent negotiations.

In a separate warning, Russian Foreign Minister Sergey Lavrov stated that Western military deployments in Ukraine would be classified as “foreign intervention posing a direct threat to Russia’s security.” Putin previously declared that foreign troops entering Russian territory would be considered “legitimate targets for their destruction,” while Security Council Secretary Sergey Shoigu cautioned such actions could escalate toward World War III, potentially involving nuclear weapons.

The report precedes the second round of high-level talks between Russian, Ukrainian, and U.S. delegations in Abu Dhabi on Wednesday and Thursday. NATO Secretary-General Mark Rutte reiterated that “Coalition of the Willing” forces would arrive in Ukraine once a peace agreement is finalized.
